Cells communicate and give and take from their surrounding cells; and when a cluster of cells is large enough, then it has a neuron connecting it into the nerve system linking to the nerve system for automatic response and finally to the brain for calculated response.

A sufficient number of cells finally forms a gland, or an organ, or a specific tissue with a defined function.

Fluids, Water, oil, blood, nutrient and waste carriers, lubricants

Notice, every cell could not be connected with nerve directly to every other cell. Why? Because then a single impulse of one area would directly excite every area. For the body to not be just one big reflex, it must have isolation of nerve paths. That's why in a practically organized network of people, we can't all talk to everyone else at the same time. There has to be some horizontal and vertical pathways and clearing points. These nerve paths are controlled by the nerve system which connect with the spinal cord and brain.
